Direct answer

The short version

At agencies participating in California POST's public safety dispatcher program, Regulation 1959 requires a thorough pre-employment background investigation. It includes a signed personal history statement, criminal-record fingerprint checks, contacts with relatives and references, and other prescribed areas. Investigators must consider POST's background dimensions. An agency can impose additional standards; the employer's instructions control your own application.

Who the POST rule covers

California POST sets minimum selection standards for dispatchers employed by agencies that participate in its public safety dispatcher program. Regulation 1959 governs their pre-employment background investigations. A city, county, or communications center may set higher or additional standards consistent with law. If an agency is outside this POST program, ask its hiring office which standards govern the position.

A background guide is not an eligibility ruling. A past event does not receive the same result in every agency or circumstance; the agency evaluates the information under its applicable rules.

What the investigation can include

Exact contacts, records, consent requests, and scheduling can vary. POST's Background Investigation Manual is an investigator resource, not a promise that each employer uses an identical sequence or identical interview questions.

  • A signed dispatcher personal history statement, either POST 2-255 or an agency alternative covering the required inquiry areas.
  • Searches of local, state, and federal fingerprint files for criminal-record information, with investigation of relevant history.
  • Contacts with relatives, references, employers, and other people who can speak to relevant conduct; verification of records and statements.
  • Review of education, residences, work and military history where applicable, financial history, legal matters, and driving history as prescribed by Regulation 1959.
  • An investigator's written report and consideration of the ten POST Background Investigation Dimensions; the manual offers guidance beyond the mandatory dimensions.

The dispatcher Personal History Statement

POST's dispatcher-specific form is Personal History Statement 2-255 (the current linked PDF is marked Rev 01/2024). The regulation also allows an alternative agency form covering the required areas. Use the version and submission method given by the hiring agency. The POST form asks about personal identification, relatives and references, education, residences, employment and experience, military history, financial matters, legal matters, motor vehicle operation, and other character-related topics.

The form calls for complete and accurate responses and has room for explanations and supplemental information. If a question or time period is unclear, ask the hiring agency or investigator how to answer it. Do not omit a fact or alter records to make the form look better. Submit the completed form only through the agency's authorized process, never through this practice website.

The ten background dimensions

Regulation 1959 requires the investigator to consider the ten dimensions described in the POST manual. They address integrity; impulse control and attention to safety; substance abuse and other risk-taking behavior; stress tolerance; confronting and overcoming problems, obstacles, and adversity; conscientiousness; interpersonal skills; decision-making and judgment; learning ability; and communication skills. They focus on relevant behavior across an applicant's history, not a single online practice score.

POST's dispatcher FAQ says a background report need not contain a separate written rating for every dimension. Other manual suggestions are guidance unless a regulation or agency rule makes them required.

Prepare employment, reference, residence, and school records

The linked POST 2-255 asks for all jobs in the preceding ten years, including part-time, temporary, self-employment, and volunteer roles, plus periods of unemployment longer than 30 days. The residence section asks for addresses over the past ten years or since age 15, whichever period applies under the form. Your employer's current form controls what you actually submit.

Privately assemble a timeline of month and year dates, employers, supervisors, school records, former addresses, and contact details for references. Check the source documents and explain gaps or changes candidly. Ask people whether their contact information is current, but do not coach their answers. Keep these records off this site.

Financial and driving history in context

The POST dispatcher form and investigation address financial and motor vehicle history. POST's dispatcher FAQ says a credit score alone may have limited bearing and that a bankruptcy by itself does not automatically disqualify a candidate. Investigators look at the circumstances and relevant conduct. Bring documents that help you accurately describe an obligation, dispute, collision, or driving record if the agency asks for them.

Do not assume that a particular financial or driving issue is harmless or disqualifying. Ask your hiring contact about its process and answer the agency's actual questions completely.

Criminal records and additional agency screening

Regulation 1959 requires criminal-record fingerprint searches. The required inquiry and any disqualifications depend on the applicable dispatcher rules and employer requirements; do not import peace-officer-only eligibility rules into a dispatcher application. Answer legal-history questions exactly as the agency form instructs and direct uncertainty to its investigator.

POST lists possible additional local assessments such as psychological evaluation, drug screening, polygraph examination, or eligibility for CLETS access. These are examples of agency-specific standards, not a promise that every applicant receives all of them. POST's dispatcher standards do not make a social-media check a universal required step; follow the hiring agency's notice about any lawful additional screening.

Background versus medical evaluation

Regulation 1960 requires a medical examination before hire for dispatchers covered by the POST program. This is a separate selection step. POST's dispatcher FAQ explains that medical examination details are confidential and kept apart from the background file, and that disability-related inquiries and assessments must be deferred until after a conditional offer. Follow your hiring agency's lawful instructions and raise questions about medical inquiry timing with its hiring office.
